On a related note, the "Adopt Religious Government" decision changes your government type to Feudal rather than Divine Mandate that doesn't seem intentional, but is it? Tribal buildings don't seem to upgrade to their castle/city equivalents when moving to a more advanced government type is that working as intended, or a bug?
